What Is KHIR City? Karnataka’s New Mega Development Explained
Karnataka has long been associated with technology and innovation, thanks largely to Bengaluru. But the state government now has its eyes on something even bigger: a massive, future-focused urban development called KHIR City.
Short for Knowledge, Healthcare, Innovation, and Research City, KHIR City is designed to become one of India’s most ambitious integrated knowledge and technology hubs. If the plan is carried out as designed, it could redefine the economic profile of the region and place Karnataka firmly on the global map as a center of research, biotechnology, advanced healthcare, and innovation.
In this guide, we will look at what KHIR City is, why it is being developed, where it is going to be, and what it could mean to businesses, investors, and residents.
What Is KHIR City?
KHIR City is a proposed mega urban development project focused on four key pillars:
- Knowledge
- Healthcare
- Innovation
- Research
The idea is to create the next-generation knowledge ecosystem where universities, research centers, biotech companies, hospitals, start-ups, and technology firms operate in proximity. This type of clustering encourages collaboration, innovation, and faster commercialization of research.
The project is being spearheaded by the Government of Karnataka, which seeks to develop a globally competitive innovation district like other research centers located in other cities, such as Boston and Singapore.
According to policy discussions and public planning statements, the goal is to attract:
- Global universities
- Medical research institutes
- Biotechnology companies
- Healthcare providers
- Technology startups
Combining these industries in one planned city will help Karnataka speed up innovation breakthroughs and high-value job creation.

Why Karnataka Is Building KHIR City
Karnataka has already established itself as the hub for tech exports and startup activity in India. However, it has also become clear to policymakers that deep-tech research, biotech, and advanced healthcare require specialized infrastructure that typical IT parks cannot provide.
That’s where KHIR City comes in.
1. Strengthening the Research Ecosystem
Research institutions flourish when they work alongside the industry and academia. Karnataka already has several prominent scientific institutions, such as:
- Indian Institute of Science
- National Centre for Biological Sciences
- Jawaharlal Nehru Centre for Advanced Scientific Research
However, these institutions operate at different locations. An innovation city could bring these institutions together.
2. Boosting the Biotechnology Sector
Karnataka is already the biotech capital of India. According to the Karnataka Biotechnology and Information Technology Services, the state hosts a significant portion of India’s biotech companies.
KHIR City aims to build on this advantage by creating:
- Advanced biotech labs
- Genomics research centers
- Pharmaceutical R&D facilities
- Medical technology development hubs
This kind of infrastructure could attract both Indian and international biotech companies.
3. Creating High-Skill Employment
Unlike traditional industrial zones, KHIR City focuses on high-knowledge jobs, including:
- Scientists
- Medical researchers
- Data scientists
- Bio engineers
- AI specialists
These types of jobs normally produce high economic multipliers. With each research job created, other employment opportunities are created in housing, education, services, and local businesses.
Where Will KHIR City Be Located?
The Karnataka government is developing the Knowledge Health Innovation Research City (KHIR City) in an area between Dabaspet and Doddaballapur, 50-60 km from Bengaluru and 50 km from Kempegowda International Airport. The proposed development will be on an area of 2,000 acres and will be a hub for innovation, research, and development in the health and life science sectors.
Choosing this region makes strategic sense because Bengaluru offers:
- Established technology infrastructure
- Access to global talent
- Strong startup culture
- Proximity to major research institutions
The city also has other important science parks, such as Bangalore Bioinnovation Centre, which helps in supporting biotech startups and innovation centers.
By developing the KHIR city near the city of Bengaluru, the aim is to use the existing innovation ecosystem rather than starting from scratch.
Key Features Planned for KHIR City
While the full details are still evolving, initial planning documents and policy discussions outline several major components.
1. Global Universities and Research Institutes
One core element will be the presence of international academic institutions.
Universities could establish campuses focused on areas such as:
- Biotechnology
- Artificial intelligence
- Biomedical engineering
- Public health
- Advanced materials science
The model is similar to research centers such as Kendall Square, which is well-known as one of the world’s most innovative biotech clusters.
2. Advanced Healthcare Infrastructure
Healthcare forms a major pillar of the project.
KHIR City may include:
- Multispecialty hospitals
- Clinical research centers
- Genomics labs
- Medical technology incubators
Combining healthcare and research into one district allows clinical trials and medical innovation to be conducted more quickly.
3. Startup and Innovation Ecosystems
Another key focus will be supporting early-stage companies.
This could include:
- Startup incubators
- Technology accelerators
- Venture capital offices
- Collaborative research spaces
Karnataka already has the biggest startup ecosystem in India, located in Bengaluru. However, this will be expanded to deep science by KHIR City.
4. Smart Urban Infrastructure
Unlike traditional Indian cities, KHIR City is being envisioned as a planned smart city.
Possible features include:
- Smart mobility systems
- Green energy integration
- Digital governance infrastructure
- Walkable research campuses
Planners envision the city as sustainable, efficient, and attractive to global talent.
Economic Impact of KHIR City
Large innovation districts have a significant economic impact.
For example, research clusters around Massachusetts Institute of Technology in Cambridge helped transform the region into a global biotech powerhouse.
If KHIR City develops successfully, it could:
- Attract international research investment
- Expand India’s biotechnology sector
- Increase global collaborations
- Create thousands of high-skill jobs
Such advancements could potentially place Karnataka in the list of the top innovation hubs in Asia.
Challenges the Project May Face
Ambitious projects like KHIR City also come with challenges.
1. Long Development Timeline
Mega urban developments often take 10–20 years to fully mature.
Infrastructure, academic institutions, and business investments require proper planning and implementation in phases.
2. Global Competition
Innovation hubs already exist in cities such as:
- Boston
- Singapore
- Tel Aviv
KHIR City needs robust policies, research benefits, and international partnerships to compete globally.
3. Infrastructure and Governance
To succeed, the project must deliver:
- Reliable infrastructure
- Efficient urban governance
- Transparent investment policies
For an innovation district to be successful, there must be smooth coordination among the government, academia, and industry.
How KHIR City Fits Into India’s Innovation Future
India is increasingly investing in research-driven economic growth.
National programs in promoting biotech, deep tech, and advanced manufacturing make projects like KHIR City particularly relevant.
Institutions like NITI Aayog have recognized the importance of research ecosystems and innovation clusters in building long-term competitiveness.
If Karnataka is successful in developing KHIR City, it could be an example for future research-based urban developments in the country.
